eMISK Industry Overview 

This project will establish a national program for the implementation of a permanent and comprehensive environmental inventory (survey) of industrial facilities in Kuwait. This will be done through developing a comprehensive electronic database of industrial facilities in Kuwait and the use of geographical information systems (GIS) and GPS system, as well as, by providing tools and software necessary to implement this project at the Environmental Monitoring Centre (KEMC) and the concerned departments within Kuwait Environment Public Authority (KEPA) and the relevant authorities and institutions concerned with industry in the State of Kuwait. Moreover, a pilot project will be implemented for real-time continuous monitoring of pollutants emitted from the stacks of some industrial facilities, which will be automatically linked on-line with the Environmental Monitoring Centre (KEMC) at Kuwait Environment Public Authority (KEPA). This pilot project can be used in the future as a model for the continuous on-line monitoring and the automatic on-line linking of all industrial facilities in Kuwait with the Environmental Monitoring Centre (KEMC) at Kuwait Environment Public Authority (KEPA).

Implementation of this project will return many benefits for environmental management in Kuwait, such as:

  1. It can be expanded in the future to establish a comprehensive national inventory which would include an electronic database and GIS maps of all types and forms of emissions to the Kuwaiti environmental media (water, air and soil) from different activities including, industrial, residential, commercial, transportation, and power and electricity generation sector. Such a comprehensive environmental inventory will help the responsible authorities in the environmental planning process and the expansion of industrial and urban areas.
  2. This project will enable the Environment Public Authority and the relevant organizations in Kuwait of the continuous follow-up, inspection and environmental monitoring of the industrial facilities to ensure the compliance of these facilities with the national environmental regulations, legislations and standards required by Kuwait Environment Public Authority.
  3. This project will estimate and quantify the annual pollution loads emitted by the different industrial facilities, and therefore set up plans for policy-making, scenarios, and action plans to reduce pollutants emission to the environment of Kuwait.
  4. Develop and update national emission standards for maximum allowable limits of pollutants release to the different environmental media from industrial sources and in accordance with the Kuwaiti environment and local conditions.
  5. To provide officials and environmental decision-makers with the necessary information on industries in the State of Kuwait for effective environmental management and for making the right environmental decision-making.

Objectives:

  1. Development of an industrial emission database and GIS maps for the different industrial activities in Kuwait.
  2. Prepare monthly and annual GIS emission maps for different industrial pollutants emitted to the environmental media (air, water and soil).
  3. To establish a model for the continuous on-line monitoring and the automatic linking of all industrial facilities in Kuwait with the Environmental Monitoring Centre (KEMC) at KEPA.
  4. Calculate the Critical Pollution Loads which can be received by an area, and therefore, determine the expansion of industrial zones and the number and types of new industries which can be accommodated in a certain area.
  5. Define the environmental priorities and the percent contribution of different industrial activities to the overall pollution loads into the environmental media (air, water and soil) and therefore, determine the required reduction by each source.
  6. Evaluate the environmental impacts resulting from the different industrial activities and the costs of environmental degradation.
  7. Develop several scenarios for the implementation of the different environmental strategies, pollution abatement methods, treatment technologies and action plans for reducing pollutants emissions to air water and soil.
  8. Evaluate the environmental benefits and the cost-benefit analysis due to the implementation of the different environmental strategies and action plans.
  9. Projection of the industrial emission inventories results on GIS maps and make use of these information in land-use planning and the expansion of industrial, commercial and residential areas.
  10. Enforcement of national environmental regulations, legislations and standards and to ensure that industries.
  11. Capacity building and training of staff at KEPA and the relevant authorities in Kuwait, in the fields of emission inventories, emission monitoring and control, and the use of computer software models to simulate and predict the dispersion of industrial pollutants in the different environmental media (air, water and soil).
  12. To establish a national Pollutants Release and Transfer Register for Kuwait (K-PRTR).

Project Phases:

The project will be implemented in 3 phases, where the first phase (Phase I) will include the establishment of the project at KEMC in the Environment Public Authority and its relevant departments, required infrastructure, purchasing of equipment, software and hardware, development of the industrial inventory questionnaires and the collection of relevant information about industries in Kuwait. In Phase II of the project, the project team will perform all field works including the development of the industrial emission data base, the installation of the on-line emission monitoring systems at 12 industrial facilities and linking them to KEMC. In Phase III, the project will produce the national emission inventory maps of Kuwait showing the spatial and temporal distribution of different pollutants from the different industries.
